Chinese businessman murdered in Dubai, family gets Dh1.2m compensation

  The Dubai Civil Court this week ordered Dh1.2 million in compensation to the family of a Chinese businessman who was kidnapped and murdered during a trip to Dubai. The case dates back to five years ago when the victim, Hong Xi Luo, travelled to Dubai after his female business partner told him of a business opportunity here. She travelled with Lou from New Zealand to Dubai. Unbeknownst to him, the woman had arranged for a Chinese criminal gang and her son to come to Dubai to kidnap him. Once in Dubai, the Chinese businessman was taken from his hotel on Sheikh Zayed Road and held in a villa in Jumeirah Village Circle (JVC). There, they tortured him and robbed him of Dh145,000 through a series of bank transfers. His body was buried in a remote desert area in Abu Dhabi. Forensic reports found that Luo died from several fractures to the head, chest and back, caused by a blow using solid objects. The crime was uncovered after his son, Jie Luo, received a voice message about his father’s kidnapping. He then reported the incident to Dubai Police. A team of investigators identified the female mastermind and her gang of criminals after reviewing CCTV footage of them leaving the hotel with the victim. Police tracked their Land Cruiser to an address in JVC. The suspects had fled the UAE after the crime. However, three of them were arrested after landing in Dubai on a transit flight. A trial at Dubai Criminal Court in 2019 found the woman, her son and three Chinese men guilty of kidnapping, murder and theft. They were sentenced to life in prison, which is equivalent to more than 15 years in jail. They will also be deported from the UAE after serving their sentence. The Dubai Appeal and Cessation courts upheld the verdict in 2020 and ordered Dh200,000 to be paid to the victim’s family as compensation. The family also filed a civil case against the convicts and won that case, with the Dubai Civil Court this week awarding them Dh1.2 million in compensation, plus a 5 percent interest per year. If the amount is not paid before the convicts are released from jail, they will pay a total of Dh2.4 million, including accumulated interest, the family’s lawyer said. ICA/Expat Media
