Driving license now required for e-scooter, bike users in Dubai

Dubai Crown Prince and Chairman of The Executive Council Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum issued a new resolution regarding bicycles and e-scooters regulations in Dubai. E-scooters and other types of bikes can only operate on Dubai roads after securing a driving license permit from the Road and Transport Authority (RTA). The minimum age of e-scooter riders is now raised to 16 years old. Cyclists under 12 years old are required to be accompanied by an adult of 18 years old and above at all times. The resolution also gave reminders and violations regarding cycling on public roads. Cyclists and bikers are required to ride on the right side of the road and provide hand signals before changing their lanes. They are also not permitted to use bicycles on roads with above 60 kmph speed limit or on jogging or walking tracks. Bikes with major modifications are not permitted. Reckless practices such as hooking to a vehicle while biking or one-handed cycling are to be avoided. When it comes to technical requirements, the bikes are required to have a fitted white headlamp in front, a red headlamp and red reflector in the rear, a bell on the steering wheel, brakes on the front and rear tires, and wheels of proportional size to the bike, the bike rider, and the cycling roads. Pillion riders or the people sitting behind the rider are not permitted on bicycles or e-scooters unless the vehicles have separate seats designated for them. Group cycling training that involves more than four cyclists is required to acquire RTA approval and notify official biking federations and road-related authorities to ensure their safety. Failure to adhere to cycling and biking regulations would result in penalties and fines such as confiscation of the bike for 30 days in the event of repeat violations within a year of the first violation and bike riding bans for specific periods. Failure to pay fines will lead to confiscation of the bike. Fines for the violations committed by a minor will be paid by the rider’s parent or legal guardian. Violators can appeal for a dispute of fines or penalties within 30 days of the date of notification through a written grievance, which will be reviewed by a committee and given a final decision within 30 days.
